Raising retirement age of Government Employees is now an Electoral Manifesto


Once again, raising the retirement age has started making headlines. ’Samajwadi Party’ has promised in its Election Manifesto to increase the retirement age of state government employees from 60 to 65.

In the election manifesto released yesterday, the party has promised to raise the retirement age of the state employees to 65.

Retirement age for state government employees differ from state to state. Since the state governments do not follow the Central Government’s retirement age at 60, the demand has now started to show up in election manifestos of different states.

State governments have the power to decide the retirement ages of its employees. The recent Budget happenings of the Kerala State Government in this issue are well known.

Last year, there were a number of developments in this issue for the employees of Uttar Pradesh State Government. Since employees getting job at the age of 40 and retiring at 60 will not be able to complete qualifying service hence, will be devoid of benefits such as gratuity. Therefore, a demand was put forth to increase the retirement age..!

While replying to this question, Minister Mohd Azam Khan said that the State Government had no plans to raise the retirement age. He also accepted that the maximum age for recruitment for State Government employment has been changed to 40. He said that there were currently no plans of increasing retirement age because it would adversely affect the employment opportunities of others.

Amidst these situation, it is worth noting that the Samajwadi party, in its election manifesto, has announced that it would increase the retirement age to 65.

ORDERS ISSUED FOR ENHANCED DEARNESS RELIEF (DR) TO PENSIONERS FROM 90% TO 100% BY CENTRAL GOVERNMENT W.E.F 01.01.2014

DOPT New Delhi has issued Office Memorandum for grant of Dearness Relief to Central Government Pensioners/ Family Pensioners on the revised rate effective from 01.01.2014.

OFFICE MEMORANDUM

Subject:     Grant of Dearness Relief to Central Government pensioners/family pensioners - Revised rate effective from 1.1.2014.

The undersigned is directed to refer to this Department's OM No. 42/13/2012- P&PW(G) dated 3rd Oct, 2013 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 90 % to 100% w.e.f. pt Jan, 2014.

2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners and (v) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs. 3500/- p.m. in terms of this Department's OM No. 23/1/97-P&PW(B) dated 23.2.1998 read with this Department's OM No. 23/3/2008-P&PW(B) dated 15.9.2008.

Sir/Madam,

The Department of Pension & Pensioners' Welfare is maintaining Centralized Pension Grievances Redress and Monitoring System (CPENGRAMS) in the portal being maintained and named as "Pensioners' Portal". The pending grievances are constantly reviewed by the Department to ensure its redressal within a time frame. It has been found by the department that grievances are lying pending for unduly long periods and the pensioner concerned is suffering. To obviate the delays in the grievance redressal it has been found necessary to re-emphasize the guidelines issued by Administrative Reforms and Public Grievances vide its OM No.K.15011/1/2006-PG dated 22.5.2006, which are as follows:

Identification of Pensioners Associations Under the Pensioners Portal - A Mission Mode Project under NeGP.

Identification of Pensioners Associations Under the Pensioners Portal - 
A Mission Mode Project under NeGP. 

This department intends to identify more registered Central Government Pensioners Associations to assist the Department in implementation of objectives envisaged under the Pensioners Portal-a Mission Mode Project under NeGP. The criteria for selection and other associations would be selected on the basis of the work being done in the areas of pensioners' welfare in time with overall objectives of "Pensioners' Portal". (website http://pensionersportal.gov.in) 

The Central Government Pensioners Associations desirous of being associated with the Pensioners Portal may send their details as indicated on the website referred to above alongwith copies of relevant documents and a write up on their vision/plan to work towards welfare of Central Government Pensioners. The application may be addressed to Director(PP), Department of Pension and Pensioners Welfare at the address given above and should reach within 50 days from the date of publication of this advertisement.

GAZETTE NOTIFICATION ISSUED

Ministry of Personnel, Public Grievances and Pensions Department of Pension and Pensioners' Welfare issued Central Civil Services (Pension) Third Amendment Rules. 2014 on 28th March, 2014. They Rules have come into force on the date of their publication in the Official Gazette. By this Notification, Common Nomination Forms for Various Retirement Benefits of the Central Government Employees have been prescribed.
