IMPORTANT DEVELOPMENTS WITH REGARD TO DEPARTMENT OF PERSONNEL & TRAINING FOR THE MONTH OF DECEMBER, 2018

IMPORTANT DEVELOPMENTS WITH REGARD TO DEPARTMENT OF PERSONNEL & TRAINING FOR THE MONTH OF DECEMBER, 2018

(i) An RTI portal has been launched by Dr. Jitendra Singh, Hon’ble MoS (PP) which contains gist of the landmark judgements of CIC, High Courts and Supreme Courts on the subject.

(ii) An Integrated Online Government Training Programme through Massive Open Online Courses (MOOCs) mechanism has been introduced on pilot basis. The MOOCs mechanism would be a platform to bring together the numerous Government and other training institutions for providing a single point of access to the repository of training resources. The training will be available online and can be taken at leisure. The programme will run on pilot basis and based on the outcome of the programme implemented, the online training programme will be rolled out extensively very soon.

(iii) Promotions of officers of CSS and CSSS Cadres. The promotion orders of 1756 officers of Central Secretariat Service (CSS) in different grades i.e. Section Officer, Under Secretary and Deputy Secretary, which were held up for the last two years, due to administrative reasons were issued in the last week of December. Similarly, the promotion orders of 2235 officers of Central Secretariat Stenographers Service (CSSS) were also issued during the last week of December. To sum up, promotion orders in respect of 3911 officers of CSS and CSSS officers were issued.

(iv) Appointment’s Committee of the Cabinet (ACC) approved appointments in 13 cases (01 CMD/MD and 12 Functional Directors) in various Schedule A & B Central Public Sector Enterprises (CPSEs). Further, eighteen (18) appointments of Chairpersons/Members in various Tribunals/ Statutory Bodies/ Authorities/ Commissions, two (02) appointments of Chief Executives in Autonomous Bodies/ Institutes, two (02) proposals of Appointment of PS to Ministers, one (01) proposals of Appointment of OSD to Ministers, six (06) proposals of extensions and two (02) proposals of Redesignation were approved by the Cabinet Secretary/ACC. Further, 07 officers have been retained on offer under the Central Staffing Scheme.

(v) 16 training programmes were conducted in ISTM during the month of December. This includes 01 CSS-CTP (Level-D) and 01 CSSS-CTP (LevelIII) programmes. The number of participants in these programmes was 395.

(vi) The Staff Selection Commission has finalised and executed a contract with M/s Tata Consultancy Services (TCS) for conducting the Computer Based Examinations of the Commission. The Commission proposes to conduct Five Computer Based Exams, through the new Service Provider, for approximately 69.9 lakh candidates. Contd... -2-

(vii) CCSCSB organized Athletic competition for wards of Central Government Employees for the first time which was held on 02.12.2018 at Vinay Marg Sports Complex, New Delhi.

(viii) RRFAMS module for UPSC consultation has been finalized, to achieve the objective of full automation of RRFAMS portal, and to completely dispense with the practice of manual processing of files. It is under test run with effect from 03.12.2018.

(ix) Cadre allocation to 180 IAS officers recruited on the basis of CSE-2017 was done as per New Cadre Allocation policy on 03.12.2018.

(x) Indian Administrative Service (Fixation of Cadre Strength) Third Amendment Regulations, 2018 relating to posts of Indian Administrative Service in respect of Haryana Cadre were notified vide Gazette notification No. 11031/08/2015-AIS-II (A) dated 19.12.2018.

(xi) Indian Administrative Service (Pay) Third Amendment Regulations, 2018 relating to posts of Indian Administrative Service in respect of Haryana Cadre were notified vide Gazette notification No. 11031/08/2015-AIS-II (B) dated 19.12.2018. (xii) Appointment of Shri Bharat Bhushan Vyas as Member, Union Public Service Commission has been notified vide Notification No. 39019/05/2018-Estt.(B) dated 24.12.2018.

(xiii) Amendment to Union Public Service Commission (Exemption from Consultation) Regulations, 1958 was notified vide Gazette Notification No. 39023/01/2018-Estt. (B) Dated 27.12.2018.

2. In addition to the above, the following instructions / guidelines / clarifications on different subjects were issued by this Department:-

(i) Regarding procedure for booking of air-tickets on LTC was issued vide O.M. No. 31011/2/2018-Estt. A-IV dated 10.12.2018.

(ii) Standard forms for intimation/ permission under the rules and expenditure incurred on repairs or minor construction work in respect of immovable property as per Rule 18 of the CCS (Conduct) rules, 1964, issued vide O.M. No. 11013/2/2018-Estt. A-III dated 17.12.2018.

(iii) Regarding procedure for consultation with the Union Public Service Commission in cases of Departmental proceedings against Government Servants issued vide O.M. No. 39011/08/2016-Estt.(B) dated 28.12.2018.
