1.   Holding analogous posts on regular basis in the parent cadre or department

(OR)

2.   Upper Division Clerk or Tax Assistant of the Central or State Government Departments or  Organizations and of Income Tax or Central Excise or Customs Commissionerate or  Directorate of Narcotics in the pay pre-revised scale of Rs.4000-100-6000 with 8 years  regular service in this grade (AND)

3.   Possessing Computer Skill.
(Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of  the Central Government shall ordinarily not exceed three years. The maximum age limit for  appointment by deputation shall not be exceeding 56 years as on the closing date of receipt of  applications)

(ii)      Head Clerks or Tax Assistants or Upper Division Clerks of Income-tax, Central  Excise and Customs Departments who have qualified in the Departmental  Examination for promotion to the grade of Inspector in the respective  Departments. Officials with flair for Income-tax Act, Customs Act, Foreign  Exchange Maintenance Act and Narcotic Drugs and Psychotropic Substances  Act will be given preference.

SUPREME COURT JUDGEMENT : Govt. woman employee can get uninterrupted two-year child care leave (CCL)

REMARKABLE JUDGEMENT OF THE HON'BLE SUPREME COURT REGARDING AVAILING OF TWO YEAR CHILD CARE LEAVE (CCL) BY WOMAN GOVT. EMPLOYEE

The Hon’ble Supreme Court of India Delivered Judgement dated 15.04.2014 in Civil Appeal No. 4506 of  2014 (arising out of SLP (C) No. 33244 of 2012) between Kakali Ghosh, Appellant and Chief Secretary, Andaman & Nicobar Administration & Ors., Respondents, whereunder it has been held that  Govt woman employee can get uninterrupted two-year child care leave (CCL)
 In the said case, it has been held as under:-

“17. In the present case the respondents have not shown any  reason to refuse 730 days continuous leave. The grounds taken  by them and as held by High Court cannot be accepted for the  reasons mentioned above.
18. For the reasons aforesaid, we set aside the impugned  judgment dated 18th September, 2012 passed by the Division  Bench of Calcutta High Court, Circuit Bench at Port Blair and  affirm the judgment and order dated 30th April, 2012 passed by  the Tribunal with a direction to the respondents to comply with the directions issued by the Tribunal within three months from the date of receipt/production of this judgment. “

CBEC CENTRAL BOARD OF EXCISE & CUSTOMS GOING TO INCREASE STAFF STRENGTH OF ALL SECTIONS/WINGS

Central Board of Excise & Customs under the Ministry of Finance, New Delhi have decided to strengthen the Staff Strength in Board Office due to tremendous increase in the work of Central Board of Excise & Customs both technical and administrative, with no commensurate increase in staff strength. So, it has been felt that staff strength of all Sections/Wings of the Board is required to be increased. A report, in this regard, has been called by the Board vide Office Memorandum dated 15.04.2014 from all the concerned formations in the Board to submit their requirement for additional staff.

Admiral RK Dhowan Appointed the New CNS

             The Government has appointed Admiral RK Dhowan PVSM AVSM YSM ADC as the Chief of the Naval Staff.
            Admiral RK Dhowan was commissioned in the Navy on 01 Jan 1975. He is a Navigation and Direction specialist who has served with distinction in an array of Command, Staff and Instructional appointments through his exemplary career spanning 40 years. He is an alumnus of the National Defence Academy, Defence Services Staff College and Naval War College, Newport, Rhode Island, USA.
            He has commanded frontline warships INS Khukri, INS Ranjit, INSDelhi and served as Chief Staff Officer (Operations) Headquarters Western Naval Command. He has also served as Indian Naval Adviser at the High Commission of India, London. He has commanded the Eastern Fleet as Flag Officer Commanding Eastern Fleet and served as Chief of Staff at Headquarters Eastern Naval Command, Visakhapatnam. He also has the distinction of commanding the prestigious ‘National Defence Academy’, his alma mater as the Commandant.
             The important staff appointments held by the Admiral at Naval Headquarters are Assistant Chief of the Naval Staff (Policy and plans), Deputy Chief of Naval Staff and Vice Chief of Naval Staff.

CONFEDERATION DEMANDS INCREASE IN ALLOWANCES BY 25% FOR CENTRAL GOVERNMENT EMPLOYEES

CONFEDERATION OF CENTRAL GOVT. EMPLOYEES & WORKERS DEMAND INCREASE IN CERTAIN ALLOWANCES BY 25% AS A RESULT OF ENHANCEMENT OF DEARNESS ALLOWANCE TO 100% W.E.F. 01.01.2014.

A letter dated 14.04.2014 has been submitted to The Secretary, Department of Personnel & Training, Govt. of India, North Block, New Delhi by Confederation of Central Govt. Employees & Workers demanding increase in certain allowances by 25% as a result of enhancement of Dearness Allowance. Ministry of Finance OM No. 1/1/2014-EBII (B) dated 27th March, 2014 has been referred in the said letter wherein the Dearness Allowance has reached 100% w.e.f. 01.01.2014. It has been mentioned in the said letter that as recommended by the 6th Central Pay Commission and accepted by the Govt. of India, following allowances and advances require enhancement of 25% from its present state as done when the DA crossed 50%  on 01.01.2011.
