1. I am getting regular queries regarding the clearance of reorganisation/allocation file by the FM. Current status is that it has been returned by the FM office to bring on 24.04.14 as FM couldn't attend the office on 09.04.14 to till date. Now, he is expected to come to office on 24.04.14.  

2. I am also getting queries about the status of newly promoted AC's on in-situ basis. Actually, here in-situ means is to work at place of posting itself as AC. It doesn't mean to perform the duties of Superintendent as in-situ AC. The Board was also consulted today on this issue. It was clarified that the officers have to assume the charge of AC only as also mentioned in the para 5 of the promotion order. Thus, these officers are to be posted as AC on their present place of posting till transfer orders are issued. Para 3 and 5 of the promotion order are self explanatory in this regard. Sh. Josef Antony, the concerned Under Secretary, may be contacted on phone by the field authorities for any clarification.

Born on September 28, 1949 at Jodhpur. Son of Justice S.K. Mal Lodha, former Judge of Rajasthan High Court. Enrolled with Bar Council of Rajasthan in February, 1973. Practiced Law in the Rajasthan High Court and dealt with all branches of law; Constitutional, civil, company, Criminal, Taxation, Labour, etc. Elevated as a Permanent Judge of Rajasthan High Court on January 31, 1994. Transferred to Bombay High Court where he assumed office on February 16, 1994. As a Judge, Bombay High Court for thirteen years, he sat on almost all jurisdictions. Participated in important national and international conferences in India and abroad on intellectual property, gender bias, environment nuclear energy, court management, commercial courts, arbitration and mediation etc. He was re-transferred to Rajasthan High Court where he assumed office on 2ndFebruary, 2007. Had been Administrative Judge of Rajasthan High Court.

LTC - Will Air Travel Continue for the Next 2 Years?

For a number of years, Central Government employees have been enjoying the benefits of Leave Travel Concession (LTC). When a Central Government employee is employed at a place that is not his home town, then, once every two years or twice every four years, he/she is eligible to reimburse the travel expenses incurred for travelling to and back, along with the entire family. 

A BLOCK YEAR consists of four years. The current block year runs from 2010 to 2013. This is divided into two – 2010-11 and 2012-13, and concession to travel to the home town is offered twice.  Instead of two trips to home town, the employee is eligible to convert one of them as ALL INDIA LTC concession. Those who haven’t availed of the concession of the 2012-13 year block can utilize it in 2014. 

Depending on their designation, the employees are eligible to utilize air, ship, rail and road transportation facilities, along with the travel class.

UNIQUE SONG BIRDS STAMPS ISSUED / RELEASED BY USPS

USPS issued / released Song Bird Stamps on April 05, 2014.

The U.S. Postal Service® celebrates ten melodic voices with the Songbirds stamps: the Western Meadowlark (Sturnella neglecta), the Mountain Bluebird (Sialia currucoides), the Western Tanager (Piranga ludoviciana), the Painted Bunting (Passerina ciris), the Baltimore Oriole (Icterus galbula), the Evening Grosbeak (Coccothraustes vespertinus), the Scarlet Tanager (Piranga olivacea), the Rose-breasted Grosbeak (Pheucticus ludovicianus), the American Goldfinch (Spinus tristis) and the White-throated Sparrow (Zonotrichia albicollis).

Each colorful bird is shown perching on a fence post or branch embellished with vines, pinecones, leaves, or flowers. The artwork appears against a plain, white background.

Why do songbirds make such a glorious racket every morning? In a word, love. Males sing to attract females, and to warn rivals to keep out of their territory. Between 4,000 and 4,500 different types of songbirds can be found around the planet, accounting for nearly half of all bird species. Songbirds are identified by their highly developed vocal organs, although some, like the crow, have harsh voices, and others sing rarely, or not at all. All songbirds are classified as perching birds. With three toes that point forward and one that points backward, they can grip branches, grasses, or telephone wires with ease.

Illustrator Robert Giusti painted the portraits, based on photographs. Art director Derry Noyes designed the stamps.

The Quick Estimates of Index of Industrial Production (IIP) with base 2004-05 for the month of February 2014 have been released by the Central Statistics Office of the Ministry of Statistics and Programme Implementation. IIP is compiled using data received from 16 source agencies viz. Department of Industrial Policy & Promotion (DIPP); Indian Bureau of Mines; Central Electricity Authority; Joint Plant Committee; Ministry of Petroleum & Natural Gas; Office of Textile Commissioner; Department of Chemicals & Petrochemicals; Directorate of Sugar; Department of Fertilizers; Directorate of Vanaspati, Vegetable Oils & Fats; Tea Board; Office of Jute Commissioner; Office of Coal Controller; Railway Board; Office of Salt Commissioner and Coffee Board.

2. The General Index for the month of February 2014 stands at 172.8, which is 1.9% lower as compared to the level in the month of February 2013. The cumulative growth for the period April-February 2013-14 over the corresponding period of the previous year stands at (-) 0.1%.

Raising retirement age of Government Employees is now an Electoral Manifesto

Once again, raising the retirement age has started making headlines. ’Samajwadi Party’ has promised in its Election Manifesto to increase the retirement age of state government employees from 60 to 65.

In the election manifesto released yesterday, the party has promised to raise the retirement age of the state employees to 65.

Retirement age for state government employees differ from state to state. Since the state governments do not follow the Central Government’s retirement age at 60, the demand has now started to show up in election manifestos of different states.

State governments have the power to decide the retirement ages of its employees. The recent Budget happenings of the Kerala State Government in this issue are well known.

Last year, there were a number of developments in this issue for the employees of Uttar Pradesh State Government. Since employees getting job at the age of 40 and retiring at 60 will not be able to complete qualifying service hence, will be devoid of benefits such as gratuity. Therefore, a demand was put forth to increase the retirement age..!

While replying to this question, Minister Mohd Azam Khan said that the State Government had no plans to raise the retirement age. He also accepted that the maximum age for recruitment for State Government employment has been changed to 40. He said that there were currently no plans of increasing retirement age because it would adversely affect the employment opportunities of others.

Amidst these situation, it is worth noting that the Samajwadi party, in its election manifesto, has announced that it would increase the retirement age to 65.
