7th Pay Commission Update : First Meeting of Nodal officers on February 2 to formulate action points for processing 7th Pay Commission recommendations



NEW DELHI: Nodal officers of different ministries and departments will hold first meeting on February 2 to formulate action points for processing 7th Pay Commission recommendations that have bearing on remuneration of about 1 crore central government employees and pensioners. 


An Empowered Committee of Secretaries, headed by Cabinet Secretary P K Sinha, has been set up to process the panel's recommendations that would put an additional burden of Rs 1.02 lakh crore on the exchequer. 


An Implementation Cell has been created in the Finance Ministry which will work as the Secretariat of the Committee. 

Joint Secretary (Implementation Cell) would take the meeting of all the Nodal Officers of ministries/departments on February 2 to discuss the relevant issues in connection with the processing of the recommendations, a Finance Ministry office memorandum said. 


The meeting is aimed at strengthening the points of action pertaining to all the ministries/departments in general and also with regard to specific issues with a view to "enabling an effective, holistic and quicker processing" of the recommendations.

In November 2015, the Finance Ministry had asked concerned Ministries and Departments to nominate a nodal officer at the level of a Joint Secretary to interact with the Implementation Cell. 


The recommendations when implemented would have a bearing on the remuneration of 47 lakh central government employees and 52 lakh pensioners. 

Subject to acceptance by the government, the recommendations will take effect from January 1, 2016.

NEW DELHI: Government has set up a 13-member Empowered Committee of Secretaries (CoS) headed by Cabinet Secretary for processing recommendations of the 7th Central Pay Commission, which has bearing on remuneration of 47 lakh central government employees and 52 lakh pensioners.




"The Empowered Committee will function as a screening committee to screen the recommendations of the Commission after taking into account the views of the concerned stakeholders... so as to firm up the final conclusion for approval of the Cabinet," said an office memorandum of the Finance Ministry.


The implementation of the new pay scales is estimated to put an additional burden of Rs 1.02 lakh crore on the exchequer in 2016-17. Subject to acceptance by the government, they will take effect from January 1, 2016.

The final recommendations of the committee will be submitted for approval of the Cabinet. 


On January 13, the Cabinet had approved setting up of the panel. 


from ministries of Home Affairs and Defence. It has secretaries from department of personnel and training, pension and PW, revenue, expenditure, posts, health, and science and technology. Chairman of Railway Board, Deputy CAG and Secretary (Security) in the Cabinet Secretariat are also on the panel. 


Finance Minister Arun Jaitley had earlier said that he was not worried about fiscal deficit and government would be able to meet its target despite additional outgo on account of higher  pay.

A total of 20 civil services, excluding the Indian Administrative Service (IAS) and the Indian Foreign Service (IFS), have petitioned the cabinet secretary and the expenditure secretary, asking a fair representation on the empowered committee, which will decide on the benefits (suggested by the seventh pay commission) to all civil services.





“We have seen media reports that a majority of the members in the empowered committee of secretaries shall be from a single service. If the cabinet has taken or takes such a decision, we shall respect and honour the same. However, we have no confirmation whether our memorandum was placed before the cabinet for consideration,” Jayant Misra, convenor of Confederation of Civil Service Associations, said.


“We are still awaiting an opportunity to meet the cabinet secretary, to re-iterate our demand that equitable representation be given to various services in all the bodies or committees so that there is no domination by any particular service,” he added.


The association had submitted a fresh memorandum to cabinet secretary P K  Sinha and expenditure secretary Ratan P Watal on Tuesday.


The 20 civil services, however, are sceptical that their demand of equal representation will be met and their officers brought on a par with the IAS and the IFS officers.

They say that despite the prime minister office’s directions for reducing the gap in the empanelment to the joint secretary level by December, nothing substantial has taken place.


All the civil services officers usually start at the same pay scale — the IAS and IFS officers get two additional increments when they are moved from junior time scale to senior time scale after four years.


Then, four additional increments are given for IAS and IFS at the next two scales.
 

“There is no justification for these additional increments to IAS and IFS officers. Because of this we lose out on seniority,” Misra said.


He says this has delayed empanelment of Indian Police Service (IPS), Indian Revenue Service (IRS), Customs and Excise officers as joint secretaries.


Recently the officers who were empanelled for the post of joint secretary were from the 1997 batch of IAS cadre, 1993 batch of IPS cadre, 1989 batch of IRS cadre, 1990 batch of Indian Forest Service and the 1993 batch of the Indian Postal Service.

Pay Commission Report To Be Analysed By Empowered Committee Soon


New Delhi: Government’s high-level Empowered Committee of Secretaries headed by Cabinet Secretary P K Sinha, set up to address issues related to the Seventh Pay Commission report, will soon analyse the pay panel report that is expected to suggest ways to further improve ease of implementation of the Seventh Pay Commission recommendations.




As part of efforts to address concerns expressed about pay and allowances aspects of central government employees in respect of the Seventh Pay Commission report, the government had set up the high-level Empowered Committee of Secretaries in this month.

Finance Ministry sources said the Empowered Committee of Secretaries on the pay commission would provide government its report within six months and it would come into effect accordingly.

“The Empowered Committee will seek suggestions from all the stakeholders for drafting of their report on the Seventh Pay Commission recommendations to address the concerns of central government employees in an effective manner,” they said.

“The report will be made after studying the suggestions carefully and the suggestions like hike minimum pay and to reject Pay Commission’s recommendation for abolition of some allowances and advances, may be accepted,” the sources confirmed.

The Seventh pay commission recommended the minimum pay Rs 18,000, its increased the pay gap between the minimum and maximum from existing 1:12 to 1: 13.8. The Pay Commission also recommended for abolition of allowances and advances like risk allowance, small family allowance, festival advance, motor cycle advance.

The focus of Empowered Committee will on “curbing unwanted expenses to save government money as well as facilitating growth of central government employees,” they added.

As per the terms of reference, the Empowered Committee would make recommendations to the government on issues arising from the implementation of the Seventh Pay Commission recommendations.

However, the government has not yet nominated any Empowered Committee of Secretaries members except its chairman Cabinet Secretary P K Sinha.

It is to note that Modi government wants to move Finance Minister Arun Jaitley to Defence Ministry after the budget, both factors will also take time for implementation of Seventh Pay Commission recommendations.

Sources of Finance Ministry said after Empowered Committee processing, the ministerial committee would discuss the Seventh Pay Commission award and then it would be placed in the cabinet for nod.

So about Six months will be required to complete the process, They said. “The government have already announced that the Pay Commission award will be effective from January. However, the central government employees will get the benefit of Allowances like House Rent Allowance, Transport Allowance from the date of implementation of the Seventh Pay Commission recommendations.”

The Seventh Pay Commission, led by Justice A K Mathur, submitted the report to Finance Minister Arun Jaitley on November 19, last year. The Empowered Committee will bring slight changes to the Seventh Pay Commission recommendation within the government’s expenditure Rs 1.02 lakh crore in 2016, the finance ministry officials said.
