Comrades,
The 7th CPC has submitted its report to the Government of India and the expectations of the employees of the Central Government are not in lines of the recommendations of the 7th CPC at many places the existing allowances have been decreased or abolished totally. The rate of HRA is also reduced to 24% , 16 and 9%.


The main demands of the employees are not considered which include five promotions scheme. Only positive in these reports are parity in pension, retention of DA formula and removal of grade pay system. The same amount of transport allowance and tour TA/DA is existing; here also there is no change.




The major disparity is in the case of minimum wage and fitment formula here the 7th CPC has erred in its calculations and adoption of Dr. Aykroyd formula and 15th ILO norms instead of fixing minimum wage at Rs 23,000/ it has fixed at Rs 18,000/-, There by the fitment formula instead of 3.25 is at 2.57 thereby the wage hike should have been by 30% , now its is only 14.27 %.


The prices from Consumer Price Index for Industrial Workers maintained by Labour Bureau, Shimla is taken instead of Directorate of Economics & Statistics, Ministry of Agriculture here the prices are much higher than the Labour Bureau, Shimla. The 6th CPC has taken average of retail prices and the Government prices, This methodology has also not been adopted.


Secondly the 6th CPC had aslo adopted Dr. Aykroyd formula and 15th ILO norms the 7th CPC has modified that formula this has also resulted in wrong fixation of the minimum wage.

The Seventh Pay Commission on Thursday submitted its report to Union finance minister Arun Jaitley recommending a 16% hike in basic pay of nearly 5 million central government employees.

The commission headed by justice AK Mathur also suggested increase in house rent and other allowances that will result in an effective 23.51% increase in salaries of central government employees.

The total increase, including the additional outgo on account of pensions, is estimated to be 23.55%.

The recommendations of the 7th Pay Commission are scheduled to take effect from January 1, 2016.

Besides justice Mathur, other members of the commission are Vivek Rae, a retired IAS officer of 1978 batch, and Rathin Roy, an economist. Meena Agarwal is secretary of the commission.

The commission was set up by the UPA government in February 2014 to revise the remuneration of about 48 lakh central government employees and 55 lakh pensioners.

The central government constitutes the pay commission every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications. The Sixth Pay Commission was implemented with effect from January 1, 2006.

With the economic revival still wobbly, policymakers and economists are keenly watching the fiscal impact of the commission’s payouts to nearly 10 million central government employees and pensioners.

Central government employees and pensioners are likely to be disappointed as the 7th Pay Commission is expected to propose an approximate 15 per cent hike in salaries starting January 1, 2016, sources told NDTV.

The recommendation, which will become effective after a Cabinet nod, will impact 50 lakh central government employees and 54 lakh pensioners.

The 15 per cent salary hike likely to be recommended by the 7th Pay Commission will be much lower than the 35 per cent hike employees got on implementation of the 6th Pay Commission in 2008.

A 15 per cent salary increase would push up the central government's salary bill by Rs 25,000 crore, which is 0.2 per cent of India's GDP, according to Bank of America Merrill Lynch estimates.

Economists expect the wage hikes to boost the consumption-driven recovery in the domestic economy. Sales of affordable homes and consumer durables such as cars, two-wheelers and other electronic items are likely to pick up, analysts say.

On the flip side, salary hikes are also expected to stoke inflation and fiscal pressures, economists say.

According to sources, the recommendations of the 7th Pay Commission will be submitted to the finance minister on Thursday. The 7th Pay Commission is unlikely to suggest changes in the retirement age of central government employees, sources said.

Pay Commissions are meant to review the salary structure of central government employees and are set up every 10 years.

As per the News report published in Media (The Times of India),the 7th Central Pay Commission is likely to submit its final report to finance ministry on November 20 which is due for implementation from January 1, 2016.

More than 48 lakh serving central government employees and 54 lakh pensioners will be impacted by the 7th CPC which is likely to recommend an average hike of 15%, said a source.

The 900-page report is believed to have made suggestions on parity of 36 organized Group A services with the IAS which has so far largely dominated in superior positions in the central government.


The pay panel was constituted in February 2014 and was asked to submit its report within 18 months. However, in August the government gave the panel four months extension to submit its report by December.

Its recommendation will guide how the salary and various allowances of central staff will be revised besides improving their service condition. The report would also impact all the public sector employees and central autonomous bodies which generally make corrections as per the hikes given to the central staff.




Even before the report was finalized there was intense lobbying seen where all the 36 organised Group A services petitioned the commission seeking parity with the IAS and determination of central postings based on merit.

The IAS officers too had sent their individual dissention notes to department of personnel and training and the cabinet secretariat besides the pay panel demanding that their edge and superiority be maintained.

One of the demands of the Group A services is to change the composition of the Civil Services Board which is responsible for central staffing. As of now this is dominated by IAS officers and has no representation from any other service. The pay panel may recommend changes that would ensure level playing field for all officers of Group A services.

Observance of All India protest day on 19th November 2015 & 7th CPC to submit its report shortly

The Confederation and NJCA had given call for holding protest meetings from 2ndNovember 2015 to 6th November 2015 and also Observance of All India protest day on 19th November 2015 in respect of following demands.


Charter of Demands

1.Effect wage revision of Central Government employees from 1.12014 accepting the memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA. Ensure submission of the 7th CPC report with the stipulated time frame of 18 months; include Grameen Dak Sewaks within the ambit of the 7th CPC. Settle all anomalies of the 6th CPC.

2.No privatisation, PPP or FDI in Railways and Defence Establishments and no corporatisation of postal services;

3.No Ban on recruitment/creation of post.

4.Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme.

5.No outsourcing; contractorisation, privatization of governmental functions; withdraw the proposed move to close down the Printing Presses; the publication, form store and stationery departments and Medical Stores Depots; regularise the existing daily rated/casual and contract workers and absorption of trained apprentices;

6.Revive the JCM functioning at all levels as an effective negotiating forum for settlement of the demands of the CGEs.

7.Remove the arbitrary ceiling on compassionate appointments.

8.No labour reforms which are inimical to the interest of the workers.

9.Remove the Bonus ceiling;

10.Ensure five promotions in the service career.

There is a possibility of 7th CPC to submit its report on 20th November 2015 or 23rd November 2015 , but the report will not be to your expectations, The minimum wage taking into prices published by the Government of India shall come to Rs 26,000/-, considering the existing retail prices the minimum wages works out to Rs 28,000/- and fitment formula shall works out to 4.00 , but the minimum wage may be around Rs 21,000/ against the justified demand of Rs 28,000/- the fitment formula may be from 2.86 to 3.15 , also many other important demands of five promotion policy, Increment rate increase, retirement issues, pension issues etc.

We have to wait and watch the 7th CPC report will the 7th CPC accept the staff side demands or not.

We should not let down our struggle path I once again request one and all to participate in the All India protest day on 19th November 2015 at all places including the districts and send me the photos of protest meeting to publish on COC Karnataka website and this will send information to the Central Government on our demands.

7 th पे कमीशन: सरकारी कर्मचारियों को तोहफा, 20000 से कम नहीं होगी किसी की सैलरी

नई दिल्ली। मोदी सरकार केंद्रीय कर्मचारियों को बड़ी खुशखबरी देने वाली है। एक जनवरी 2016 से उनका बेसिक वेतन 20000 रुपए से कम नहीं होगा। सातवां वेतन आयोग अपनी सिफारिशों को अन्तिम रूप देने में लगा है।

वेतन आयोग के सूत्र बताते हैं कि वह मौजूदा बेसिक वेतन करीब 7750 को न्यूनतम 20000 रुपए करने जा रहा है। न्यायाधीश अशोक माथुर की अध्यक्षता वाले सातवें वेतन आयोग को इसी साल 31 दिसंबर तक अपनी रिपोर्ट देनी है लेकिन सूत्र बताते हैं कि वह कार्यकाल समाप्त होने से पहले ही अपनी रिपोर्ट दे देगा।


केंद्र सरकार के करीब 48 लाख कर्मचारियों व 55 लाख पेंशनरों की सातवें वेतन आयोग की सिफारिशों पर नजर है। देश में केंद्रीय वेतनमान के आधार पर ही राज्यों में भी सरकारी कर्मचारियों की तनख्वाह तय होने की परंपरा के कारण राज्यों के करोड़ों कर्मचारी भी माथुर वेतन आयोग की सिफाारिशों को लेकर उत्सुक हैं। 

तिगुना होगा न्यूनतम वेतन

सैलरी के लिहाज से कर्मचारियों के अलग-अलग तबकों में सबसे ज्यादा संख्या अल्पवेतनभोगियों की है, यानि वेतन आयोग की सिफारिशों में भी सबसे ज्यादा उत्सुकता इस बात को लेकर है कि न्यूनतम वेतन क्या तय किया जाता है। ऊपर के कैडर का वेतन भी इस न्यूनतम वेतन पर ही तय होगा। छठेे वेतन आयोग में बेसिक व ग्रेड पे मिला कर न्यूनतम बेसिक वेतन करीब 7750 रुपए है। अभी कर्मचारियों को 119 फीसदी महंगाई भत्ता मिल रहा है जो नए वेतन स्लैब में शामिल हो जाएगा। साथ ही आगामी 10 साल की मुद्रास्फीदी को ध्यान में रखें तो नया न्यूनतम बेसिक वेतन इससे ज्यादा होगा। सूत्र बताते हैं कि इस गणित के हिसाब से सातवें वेतन आयोग में न्यूनतम बेसिक वेतन 20000 से अधिक किया जा रहा है।

अफसर-चपरासी की जेब का अन्तर घटेगा?

जानकार सूत्रों के अनुसार वेतन आयोग के सामने बड़े व छोटे कर्मचारियों के बीच सैलरी के अंतर को संतुलित करने की भी चुनौती है। माना जाता है कि बड़े नीतिगत निर्णय व नई सोच से नवाचार का काम बड़े अफसर करते हैं लेकिन इसे जमीनी स्तर पर अमल में लाने का काम छोटे कर्मचारियों पर निर्भर करता है। गुड गवर्नेंस के लिए दोनों के बीच समन्वय जरूरी है और दोनों की सैलरी में भारी अन्तर से छोटे कर्मचारियों में पैदा हुई कुण्ठा का सरकारी कामकाज पर गहरा असर पड़ता है। इसका खामियाजा आम जनता को भुगतना पड़ता है। देश की आजादी से पहले उत्तरदायी अंतरिम सरकार के दौर में आए पहले वेतन आयोग में न्यूनतम व अधिकतम बेसिक वेतन के बीच 41 गुना (1:41) का अन्तर था जो छठे वेतन आयोग तक आते आते 12 गुना (1:12) तक रह गया है। माना जा रहा है कि सातवां वेतन आयोग इस अंतर को और कम कर सकता है।
