Subject:- Grant of ad-hoc bonus for 30 days to the Group ‘C’ & ‘D’ RPF/RPSF personnel for the financial year 2014-2015.
The President is pleased to decide that all Group ‘C’ & ‘D’ RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2014-2015, without any eligibility wage ceiling. The calculation ceiling of Rs. 3500/- will remain unchanged.
2. The benefit will be admissible subject to the following terms and conditions:-
a) Only those Group ‘C’ & ‘D’ RPF/RPSF personnel who were in service on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-2015 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).
b) The quantum of ad-hoc bonus will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate ad-hoc bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs. 3500/- (where actual average emoluments exceed Rs. 3500), ad-hoc bonus for thirty days would work out to Rs. 3500*30/30.4=Rs. 3453.95 (rounded off to Rs. 3454/-)
c) All payments under these orders will be rounded off to the nearest rupee.
d) In the matter where the aforesaid provisions are silent, clarificatory orders issued vide this Ministry’s letter No.E (P&A) II-88/Bonus-3 dated 29.12.1988, as amended from time to time, would hold good.
e) All the Group ‘C’ & ‘D’ RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.
3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Seventh Pay Commission: No Increment And Promotion Without Computer Test : As Per Media Report Published in The Sen Times


New Delhi: The Seventh Pay commission is planning to recommend computer literacy test mandatory for all central government employees to become eligible for annual increments and promotions.




Pitching for Prime Minister Narendra Modi’s ambitious Digital India Programme, the pay commission is likely to move towards digital governance, which would not only ensure transparency but also bring accountability.

“We are giving importance to Digital India and want to move towards mobile governance, by which good governance will come naturally and there will be transparency and accountability,” once PM Modi said.


A pay panel official said that technology is needed to empower government employees. “India will not make progress till all government employees have computers knowledge. Computers knowledge will help the all employees in file circulation electronically leading to swift process and speedy decisions.”

He added that the pay panel likely to make passing computer test mandatory for all central government employees below the age of 50 for annual increment.

The official advocated, like the software in a computer needs to be updated, a government employee needs to constantly upskill himself to stay relevant. The skills that proved useful a few years ago may have become outdated now. The employees who are not able to adapt in a changing world are vulnerable. They may have sufficient skills to handle the present, but may not be able to handle the future needs of their office.


Accordingly, the pay panel is planning to advise the government to instruct all its employees to attend the compulsorily update computer training programme for getting promotions.

The Seventh Pay Commission, headed by Justice A K Mathur, was appointed by the previous UPA government in February 2014 and its recommendations are scheduled to take effect from January 1, 2016.

Meena Agarwal is the secretary of the Commission. Other members are Vivek Rae, a retired IAS officer of 1978 batch and Rathin Roy, an economist.

The Seventh Pay Commission was appointed for 18 months, its terms was extended in August 2015 by four months till December 31, 2015.

The government constitutes the Pay Commission almost every 10 years to revise the pay scale of its employees and often these are adopted by states after some modifications.

As part of the exercise, the Commission holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services.

The Sixth Pay Commission was implemented with effect from January 1, 2006, the fifth from January 1, 1996 and the fourth from January 1, 1986.

Please refer to CGDA circular No. AN/XI/l1053/Antedation/SO(A)/2015 dated 06.10.2015 where it was stated to furnish the name of all officials of group ‘B’ and ‘C’ on the basis of merit position assigned by SSC during couple of years for revision of seniority and antedation of promotion in various grade in the attached proforma along with the disciplinary certificate and the under taking “in the event of any erroneous antedation noticed at later stage after the final streamlining process, he/she would be liable to refund the differences of Pay and Allowances to the Department.
In this aspect, it is requested to forward the names of the desirable individuals alongwith requisite documents after examining the cases as per extant rules /orders on the subject.
While furnishing their name, it is also requested to keep in view the following condition regarding antedation of promotion specifically:
“Where their juniors who have completed their qualifying/eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying/ eligibility service by more than half of such qualifying/ eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/ eligibility service.”
It is also stated that for erroneous antedation of promotion at later stage, change of seniority in the higher grade will be changed at short intervals.
Nil report is also required.
Report may please be furnished to this office by 11/12/2015 positively by FAX (033- 22480991)/SPEED POST to forward the Report to HQrs office by due date.
This circular is issued with the approval of C of A (Fys).

The Central Government had issued the following orders from time to time regarding aading the Aadhaar number in Service Reocords of Central Government Employees.

The Honourable Supreme Court of India had already clarified that Aadhaar numbers cannot be made compulsory for Indian citizens. But the Centre had argued that Aadhaar numbers are necessary for its welfare schemes. The case is pending in the Supreme Court.



Meanwhile, without declaring that Aadhaar numbers are compulsory for all, the central government has made it compulsory for enjoying the various benefit schemes that are being offered. This has led to a debate if the centre is indirectly twisting the arms of the citizens to obtain the Aadhaar number.

In the meantime, an order was issued by the finance minister of the Delhi state government on Tuesday. It said that in order to speed up the pension distribution and salary due payments, certain new clauses have been added to Form 5. Since the order issued in this regard by the Ministry of Labour Welfare and Training is applicable to the employees of all the state and union territory governments, the employees of Delhi state government too are bound by it. Until now, the pensions for the employees of Delhi state government were given at the Accounts Auditor’s office of the Ministry of Finance. It has now been made compulsory for all the Delhi state government employees to submit their Aadhaar numbers. Hence, orders have been issued to all the employees to add their Aadhaar numbers to their Service Records.

The Department of Exchequer of the Ministry of Finance had issued an order on June 2, in which, just stopping short of saying that Aadhaar card is compulsory for all, it laid emphasis on possessing the Aadhaar number. That is, as part of the Digital India plan, and for the issuing of digital life certificate to government employees, the government is forced to take certain steps. In order to facilitate these, employees have to now submit their PAN Cards, Aadhaar numbers, email ID and cellphone numbers in their pension book records. A number of accounts department in various offices do not bother to confirm if the employees possess Aadhaar cards. The order says that the offices must insist that the employees present their Aadnaar number when they begin to draw their pensions.

The Ministry of Finance has prepared its recommendations for the Seventh Pay Commission. The announcement of changes has been done and the ministry will implement them from January 1, 2016. The deadline of preparation was initially scheduled for August but was later extended to December this year.

The Government of India makes some changes to its financial module every 10 years. This time, Justice A. K. Mathur led the team of experts who prepared the recommendations. The commission is said to increase benefits for the central government employees. However, there are some provisions that may not go down well for the staff, as there is news of a scheme of salary deduction.


Here are nine key points you must know about the Seventh Pay Commission:

1. Around 48 lakh central government employees and 55 lakh pensioners will benefit from the Seventh Pay Commission.

2. The Pay Commission was set up by the UPA government during its regime. The recent changes have come under the influence of the NDA government.

3. Former IAS officer Vivek Rae, economist Rathin Roy and Commission secretary Meena Agarwal are members of the commission among others.

4. The salaries of IPS and IRS officers will get at par with that of IAS officers under the new commission.

5. In order to cut down parity, the number of pay bands will be reduced. At present, there are 32 pay bands, which will reduce to 13.

6. The central government's salary bill will rise by 9.5 percent to Rs 1,00,619 crore after the commission takes effect.

7. Under the pay commission, the government can cut down salaries of the 'underperforming' central government by 5 to 6 percent.

8. The duration of service will also be reduced to 55 years of age or 33 years of service.

9. The Seventh Pay Commission is said to increase basic salaries by 30 to 40 percent. The basic salary set in the First Pay Commission was Rs 35 per month.

Happy News for Diabetic Patients - Approved Rs. 5 Ayurvedic Medicine to treat Sugar or Diabetes



The Lucknow-based Council of Scientific and Industrial Research (CSIR) laboratories has accomplished a remarkable feat. Scientists at this premier institute allayed the medicine war once-and-for-all, debunked labels like ‘alternate’ and ‘modern’ in medicine, and made a cheap, new and effective Ayurveda drug made from four plant extracts to treat diabetes.

That’s not all, scientists referred to ancient Ayurveda scriptures to study the natural plant extracts and come up with this drug for patients suffering from type-2 diabetes.

The drug, branded as BGR-34, is a twice-a-day treatment for type-2 and will cost Rs 5 per pill. It will hit the shelves in a fortnight in most cities of North India.
