This is with reference to the appointment notice  No.PGI/RC/009/2013 dated 26.10.2013 with subsequent corrigendum dated  06.11.2013 and subsequent corrigendum-II and addendum dated 10.12.2013,  it is for the information of all concerned that the examination for the  recruitment to the post of Lower Division Clerks and Stenographers which was  earlier to be held online mode at different States shall now be held by Paper  Pencil Mode at Chandigarh only. It is further notified that the candidates who  are willing to apply for the said posts due to change in the mode of  examination from online mode to Paper Pencil Mode of examination may now  apply online through the Institute’s website www.pgimer.edu.in. However,  those who have already applied earlier against the said advertisement need  not apply again. For further details like number of posts, eligibility, pay scale  etc. the candidates may refer to general instructions/guidelines displayed on  the website of the Institute. The date of online registration of application form is 28.03.2014 to 08.04.2014 and the last date of deposit of application fee is  11.04.2014.

REPORT OF 7TH PAY COMMISSION AND MERGER OF D.A.


As per reply of the Government to Parliament Questions as indicated below, regarding submission of report by 7th Pay Commission and Merger of Dearness Allowance, it has been clarified by the Government that It is not possible to indicate the exact time by which the Report of the Seventh Central Pay Commission will be submitted. The Government also indicated regarding non recommendation of Merger of Dearness Allowance with basic pay at any stage by the 6th Central Pay Commission.

All India Railwaymen’s Federation raised Strong Protest against Committee appointed for a new Formula for Productivity Linked Bonus on Indian Railways



All India Railwaymen’s Federation vide Letter dated 1st April, 2014 addressed to The Chairman, Railway Board, New Delhi has raised its strong protest against  arbitrarily appointment of the committee constituted by the Ministry of Railways, for evolving a new formula for Productivity Linked Bonus on Indian  Railways without consulting the Organized Labour. All India Railwaymen’s Federation also demands for immediate scrapping  of the said committee.  

However, However, AIRF, is prepared to discuss this issue to iron out any  difference. 

The said letter has been signed by Sh. Shiva Gopal Mishra, General Secretary of the Federation.

         On the basis of the results of the written part of the CAPF (ACs) Examination, 2013 held by UPSC on October 20, 2013, the candidates with the under-mentioned Roll Numbers have qualified for Physical standards Test/ Physical Efficiency Test and Medical Standards Test.  The candidature of all the candidates whose Roll Numbers are shown in the list is Provisional, subject to their being found eligible in all respects. The candidates will be required to produce the original certificates in support of their claims pertaining to age, educational qualifications, community etc. at the time of the Personality Test.  They are, therefore, advised to keep the said prescribed certificates ready.

      The Central Reserve Police Force (Nodal Authority nominated by Ministry of Home Affairs) will intimate to the candidates about the date, time & venue of the Physical Standards Test/ Physical Efficiency Test (PET) & Medical Standards Test, to be conducted by them.  In case, any candidate does not receive the call letter for Physical Standards Test/ Physical Efficiency Test (PET) & Medical Standards Test (MST) by the May 20, 2014, he/she may contact the DIG (Recruitment)/Dy. Service employee, resident of J&K etc. is to be submitted by the candidates to the CRPF authorities at the time of conduct of their PST/PET/MST who, in turn, would forward to the Commission, applications, along-with supporting documents & certificates, of those candidates who have either been declared medically fit or their appeal for Review Medical Test have been accepted by the Appellate Authority in the CRPF. The Commission would summon only those candidates for interview who, after clearing the PST and PET, have been declared “FIT” in the Medical Standards Test.

Candidates are advised to intimate change in their address, if any, to the CRPF Authorities, Block No. 1, CGO Complex, Lodhi Road, New Delhi-110003 and UPSC through letter or FAX immediately, to facilitate delivery of communications to them promptly.

      The marks-sheets of all candidates will be put on the Commission’s Website within 15 days from the date of publication of the final result (after conducting Personality Test) and shall remain available there for a period of 60 days.

COMMITTEE CONSTITUED BY RAILWAYS FOR NEW FORMULA FOR PRODUCTIVITY LINKED BONUS ON INDIAN RAILWAYS

Ministry of Railways, Railways Board, Indian Railways vide Order dated 21.03.2014 have constituted a Committee for evolving a new Formula for Productivity Linked Bonus on Indian Railways. 

The Convener of the Committee is the Additional Member (Staff), and four other members of the Railway Board.

The Headquarter of the Committee will be at New Delhi. The Committee shall submit its report within a period of four months from the date of its constitution.

OFFICE MEMORANDUM

Subject:  Guidelines for providing certain facilities in respect of persons with disabilities who are already employed in Government for efficient performance of their duties.



A need has been felt to issue guidelines to provide certain additional facilities /amenities to the persons with disabilities (PWD) to enable them to effectively discharge  their duties. The facilities such as identification of jobs, post recruitment and pre-promotion training, assistive devices, free accessibility, preference in transfer/posting,  special casual leave, etc. have been identified as areas which require special attention.  The proposed facility indicated in the guidelines should be applicable in respect of such  employees working in the Ministries/Departments of the Government of India, their  attached and subordinate offices, Central Public Sector Enterprises, Cantonment Boards  etc. 


2. An inter-ministerial committee was formed to finalise guidelines for providing  certain facilities in respect of persons with disabilities, who are already employed in  efficient discharge of their duties. Based on the discussions held with the stakeholders  and suggestion received from the stakeholders, the following guidelines are issued to  provide certain facilities/amenities to the persons with disabilities:- 

A.        Identification of jobs  Each Ministry/Department of the Government of India, their attached and subordinate offices, Central Public Sector Enterprises, Cantonment Boards etc should  identify the types of jobs which could be easily performed by them specially for Group B,  C and D posts where the number of jobs are more. Such persons should preferably be  posted to perform such identified jobs and they be allowed to continue performing such  jobs, as far as possible. If the concerned PWD officer could perform all the jobs as people  without disability or could perform several types of jobs efficiently, no effort should be  made to instruct them to certain types of jobs only.

The following FAQs supplement the FAQs in respect of Estt. (Allowances) Section already  placed in public domain vide F. No. 21011/08/2013-Estt.(AL).

Children Education Allowance

Whether the examination fees  as charged by the school is  reimbursable? 

"Examination fee" has been included as part of  reimbursable items as indicated in para 1(e) of  O.M. dated 2nd September, 2008, subject to the  No.12011/01/2012-Estt.(AL) dated 31-07-2013.  fulfillment of other existing conditions vide )  The said orders do not have a retrospective effect.

Whether reimbursement of  amount of fee paid during 1st and 2nd quarter could be  claimed in 3rd or 4th quarter,  without the fee receipts of the  3rd and 4th quarter? 

No. As it is reimbursement for the whole year, original receipts for the fee paid for the 3rd/4th quarter has to be submitted to ensure that the  child has not dropped out of the school in the  mid-session. O.M. No.12011/01/2013- Estt.(Allowances)  dated 23.04.2013 refers. 

Whether a Government servant  is required to give a certificate  that the spouse, if earning, has not claimed CEA? 

Yes. In terms of O.M. No.12011/01/2013-Estt. (Allowances) dated 23.04.2013 refers. (Allowances) dated 23.04.2013, the claimant  Government servant is required to furnish an  undertaking that reimbursement of CEA has not been claimed in respect of the child by the spouse  of the claimant. 

Honorarium

What are the rates of honorarium  admissible to MTS/Group 'D' officials when they are appointed  to work as Dispatch  Rider/Scooter Driver?

The rate of such honorarium is pegged at Rs.  10/- per day in terms of this Department's OM  No.  17011/01/2011-Estt.(AL) dated 17-04-2013.

What are the rates of honorarium  admissible to MTS/Group 'D' officials/ Dispatch Riders/Scooter  Drivers when they are appointed  to work as Staff Car Drivers? 

The rate of such honorarium is pegged at Rs.  20/- per day in terms of this Department's OM  No.1 7011/01/201 l-Estt.(AL) dated 17-04-2013.
