BREAKING NEWS : Staff Selection Commission Combined Graduate Level Exam 2014 is POSTPONED

BREAKING NEWS

STAFF SELECTION COMMISSION has published a Notice dated 14th March, 2014 regarding COMBINED GRADUATE LEVEL EXAM 2014 vide which it has been informed to the Applicants that in view of the General Elections announced by the Government during the month of April and May 2014, and re-examination of CGLE 2013 at seven centres that the CGLE 2014 stands postponed. CGLE 2014 is tentatively scheduled to be held towards the second half of the current year. The new date will be intimated in due course.

The 16th Lok Sabha elections would be held in the 29 Parliamentary Constituencies of Madhya Pradesh on 3 poll days, namely April 10, 17 and 24, 2014. Polling will be held at 53,947 polling stations spread across 51,547 polling station locations. Out of the state’s total of 4,66,10,097  electors as on 4th January 2014, 32.59% are in the age group 18–29 while women constitute 47.32%. The poll expenditure limit per candidate for all constituencies in the state is Rs.70 lakhs.

Staff Selection Commission NOTICE regarding CGLE 2013 – Re-examination

SSC NOTICE

In respect of the information uploaded on the website earlier regarding re examination of CGLE-2013 at Lucknow, Patna, Allahabad, Delhi, Jaipur, Shimla and Dehradun, the Commission has decided to hold the re-examination of Combined Graduate Level (Tier-I) Examination, 2013 on 27.04.2014 (FN & AN).

The Commission has already clarified that candidates who appeared in Tier-I and Tier-II from a centre other than those mentioned above in CGLE 2013 will not have to appear in re-examination. However, those candidates who appeared in tier-I from centres other than those mentioned above BUT appeared for Tier-II from the centres mentioned above will have to appear in re-examination in Tier-II.


Further, candidates who appeared in Tier-I from the centres mentioned above and cleared Tier-I and appeared for Tier-II examination from centres other than those mentioned above will be required to take only Tier-I Re-examination.

WORLD KIDNEY DAY BEING OBSERVED : 13th March, 2014

Today i.e. 13th March, 2014  is World Kidney Day which is being observed throughout the world.  An Article by Majid Mushtaq Pandit  is being reproduced:

In India, one person in every ten people is suffering from kidney related diseases. Yet more than half of the patients won’t even know of their illness until their kidney is damaged by more than 60%.  As per a study by All India Institute of Medical Sciences (AIIMS), approximately 1.50 lakh new kidney patients are added to the existing lot every year out of which only few are able to get some form of treatment.

The problem has attained serious proportions. Every year lakhs of patients suffering from Chronic Kidney Disease are left untreated or do not get kidney transplant either due to lack of early diagnosis, lack of funding for the transplantation or due to unavailability of matching kidney donor. About five lakh kidney transplants are needed in India each year, but a few thousands of the patients could eventually get a new lease of life through this costly procedure.

This year, 13th of March will be observed as World Kidney Day throughout the world. The day was annually marked since 2006 to raise awareness on importance of kidney and reduction of risk impact of kidney disease and associated health problems. Every year a specific theme is designated for World Kidney Day. “Chronic Kidney Disease (CKD) and Aging” is the theme for current year.

Chronic Kidney Disease (CKD) has been established as the third biggest non-communicable disease after hyper-tension and diabetes. Also, the first two diseases too affect the kidneys and often culminate into CKD. According to figures, about 60% of the Chronic Kidney Disease patients have a history of either diabetes or high blood pressure or even both. If detected early, CKDs can be treated timely thereby reducing other complications and dramatically reduce the growing burden of deaths and disability from chronic renal and cardiovascular diseases.

It is necessary to acknowledge the risks involved around CKD. In the initial stages, the disease remains hidden and hence untreated. Health authorities have a daunting task to deal with high cost of treatment if no timely action is taken in view of the growing number of patients with CKD.

World Kidney Day is a reminder to take action against CKD and make sure to monitor the health of this vital organ. The day is an opportunity for all of us to learn more about these complicated organs and look for the way to keep them healthy. Early detection of issues related to kidneys will make a timely intervention possible and in turn putting up a successful fight against this ailment.

The objective of World Kidney Day is to make everybody understand that diabetes and high blood pressure are key risk factors for CKD and thus encourage systematic screening of all patients with diabetes and hypertension for CKD. The emphasis is laid on educating medical fraternity about their key role in detecting and reducing the risk of CKD, particularly in high risk population.

The local and national health authorities have to play a pivotal role in controlling CKD. Through this day, a message is passed on to encourage all governments to take action and invest in further kidney screening.

In the eventuality of kidney failure, organ transplant has to be encouraged as the best option and the act of organ donation as a life-saving initiative. Government of India has enacted the Transplantation of Human Organs (Amendment) Act, 2011 which contains various provisions for encouraging human organ donation including kidney donation and cadaver kidney donation. So far, many steps have been taken by the Government to prevent and manage the chronic kidney diseases. Dialysis facility has been made available with major Government hospitals.

National Programme for Prevention and Control of Cancer, Diabetes, Cardio-vascular Diseases and Stroke (NPCDCS) has been launched by Government of India, which will help in reducing chronic renal diseases and incidences of renal failure.

In order to create health awareness among the population, Government of India has launched special programmes being telecast on Doordarshan and All India Radio on various Non-Communicable Diseases (NCDs) including Chronic Kidney Diseases.

Lack of timely treatment of CKD patients may leave them and their entire family in misery. Need of the hour is to adopt a healthy lifestyle and a proper periodical monitoring and screening of high-risk individuals. On this day let’s pledge to learn and share more information about this vital organ and the possible risks related to it.

Consumer Price Index Numbers on Base 2010=100 for Rural, Urban and Combined For the Month of February, 2014 
            
The Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation release Consumer Price Indices (CPI) on base 2010=100 for all-India and States/UTs separately for rural, urban and combined every month with effect from January, 2011. 

Provisional indices for the month of February 2014 and also final indices for January 2014 are being released hereby for all-India and for States/UTs. 

All India provisional General (all groups), Group and Sub- Group level CPI numbers for February 2014 for rural, urban and combined are given in Annex I. The General Indices for rural, urban and combined are 139.0, 135.3 and 137.4, respectively. 

Provisional annual inflation rate based on all India general CPI (Combined) for February 2014 on point to point basis (February 2014 over February 2013) is 8.10% as compared to 8.79% (final) for the previous month of January 2014. The corresponding provisional inflation rates for rural and urban areas for February 2014 are 8.51% and 7.55% respectively. Inflation rates (final) for rural and urban areas for January 2014 are 9.35% and 8.09% respectively. Inflation for specified categories is indicated at Annex II. 

State/UT-wise General provisional CPI numbers for rural, urban and combined are at Annex III. State/ UT wise Group level provisional indices are available in the Ministry’s website (www.mospi.gov.in). 

Price data are collected from selected towns by the Field Operations Division of NSSO and from selected villages by the Department of Posts. Price data are received through web portals being maintained by the National Informatics Centre.

Staff Selection Commission : Answer keys now Available for Multi Tasking (Non Technical) Staff Examination 2014

ANSWER KEYS 

Staff Selection Commission conducted an open examination for recruitment to the post of Multi Tasking (Non-Technical) Staff Examination 2014 in different States and Union Territories on 16.2.2014 and 23.2.2014.

The Commission used the Test Question Booklets/Test Forms in  different sessions of the said Examination.

The Answer keys of the questions in respect of different Test Forms are now  placed on the Commission’s website http://ssc.nic.in. Discrepancies relating to  question/incorrect keys, if any, should be brought to the notice of the undersigned within  by 21.03.2014 (5.00PM). TRAINING CIRCULAR

Subject: Group Training Course in 'Seismology, Earthquake Engineering and Disaster Recovery Management Policy' to be held in Japan from September 30, 2014 to September 18, 2015 under the Technical Cooperation Programme of the Government of Japan.

The undersigned is directed to state that the Japan International Cooperation Agency (JICA) has invited applications for the above mentioned training programme to be held in Japan from September 30, 2014 to September 18,2015 under the Technical Cooperation Programme of the Government of Japan. 

2. The programme aims to develop the participant's capacity to establish, utilize and disseminate earthquake disaster mitigation technologies for contributing to the reduction of the damage of earthquake disasters and to promote recovery and preparedness in their countries.

3. The programme is designed for technical officials, engineers or researchers of governmental organizations concerning to seismology, earthquake engineering and disaster mitigation or technical officials, engineers or researchers of organizations which have the same role as the above mentioned governmental organizations.

4. The applying organizations are expected to select the officials in accordance with the procedures described in I1I-4 of the general information booklet. The candidates for this course should be a technical official, engineer or researcher who should either be a university graduate in seismology/earthquake engineering/seismic disaster or be a university graduate in science and technology other than the mentioned one and working in the field of seismology/earthquake engineering/disaster mitigation; have more than 3 years of experience in the relevant field; be well versed in advanced mathematics such as differentiation and integration, partial derivatives, differential equations, matrix, vector algebra, Fourier analysis, etc; be proficient in MS Word, Excel, Power Point; be able to write research report on the individual study in English; have a competent command of spoken and written English; be between the ages of twenty five and forty years; be in good health (both physically and mentally); not be a part of military service.

5. In addition to above, the following information in respect of the nominated officers may please be mentioned while furnishing the nomination:-

a) Whether attended any foreign training programme in the past? If so, the duration/detail thereof;
b) Whether cleared from vigilance angle;
c) Age;
d) Whether working in North East State/J&K;
e) A brief in 50-100 words justifying the nomination.

6. The course covers the cost of a round-trip air ticket between international airport designated by JlCA and Japan; travel insurance from the time of arrival in Japan to departure from Japan; allowances for (accommodation, living expenses, outfit and shipping); expenses for JICA study tours and free medical care for participants who may fall ill after reaching Japan (costs relating to pre-existing illness, pregnancy, or dental treatment are not included). 

7. It is therefore requested that the nomination of suitable candidates may please be forwarded (in duplicate) in JlCA's prescribed form (available In persmin.nic.in-sDOPT~Training Wing~Circular~.nCA) to this Department duly authenticated by the HOD of the concerned department in accordance with the eligibility criteria. 

8. The applications should reach this Department through the Administrative Ministry/State Government not later than May 15, 2014. Nominations received after the prescribed date will not be considered. The details of the programme may be drawn from Ministry of Personnel, Public Grievances and Pensions' website (persmin.nic.in).

Dear Sir,

Sub: -  Terms of Reference of the 7th Central Pay Commission.

We have gone through the Terms of Reference of 7th Central Pay Commission approved and notified by the Government on 28.02.2014. We find that the Terms of Reference finalized by the Government is at variance in many respects to the Draft Terms of Reference the Staff Side had submitted to you on 25.10.2013 after holding in-house discussion on 24.10.2013.

At the conclusion of the meeting held on 24.10.2013, it was agreed that the Government would consider our suggestions in the matter and will convene another meeting with the presence of the Secretary (Expenditure) to iron out the differences, if any, and explore the possibilities of an agreement in the matter.

We regret to inform you that no such meeting was convened and no attempt was made by the Official Side to arrive at an agreed Terms of Reference. We find that the Government has rejected the suggestions of Staff side for either taking a decision in the matter of Interim Relief, Merger of DA, representation of labour nominee in the Commission itself, inclusion of the Grameen Dak Sewaks within the purview of the 7th CPC, bringing parity in pension between the past and present pensioners, covering the employees appointed on or after 01.01.2004 within the ambit of the Defined Benefit Pension Scheme, date of effect, settlement of the pending items in the National Anomaly Committee etc. or referring those issues to the Commission itself for an Interim Report.

Besides, we are to state that the existing Productivity Linked Bonus (PLB) Scheme, being a bilateral agreement, cannot be subjected to scrutiny and examination by the 7th CPC.

We, therefore request you to kindly convene a meeting of the Standing Committee of National Council (JCM) to discuss the issue, so as to make amendments to the Terms of Reference finalized by the Government arbitrarily.
